Radar Mitigation
Empire Wind has been developed with safety at the core of every decision, and the project is being developed and operated in full alignment with the guidance and rigorous regulatory review processes of multiple federal, state, and local government agencies.
Empire Wind has developed and provided detailed analyses of potential radar system impacts that were studied over the course of the four-year federal review process that culminated in the April 2024 approval of our Construction and Operations Plan (COP). These analyses were provided to the U.S. Coast Guard, Department of Defense, Federal Aviation Administration, Department of the Interior, the National Oceanic and Atmospheric Administration (NOAA), and other agencies.
Offshore wind developers have addressed similar issues on projects in the US and around the world in coordination with government regulators. Empire Wind will continue to closely coordinate with federal agencies to finalize outstanding agreements, comply with Defense Department-provided measures related to North American Aerospace Defense Command (NORAD) systems included in Empire Wind’s COP Approval, including the contribution of funds to NORAD to utilize at their discretion for Radar Adverse Impact Management (RAM) activities, and work with NOAA on avoidance, minimization and mitigation measures related to high-frequency radar systems as part of the exhaustive efforts to ensure safe operations in every aspect of this project.
